On the topic of HTTP verses HTTPS, you are solely responsible for knowing whether you want or need an SSL. If you have a membership site, and/or will be processing credit cards directly from your website (as in the case of a storefront with shopping cart software installed on your server), then yes, I highly recommend paying extra for an SSL. It is your decision either way.
Anyone can purchase hosting from GoDaddy today – the largest hosting company in the US by market share (as of 2018) – and take their site live without being forced to purchase an SSL. At the time of this writing – mid 2018, SSL’s through GoDaddy are OPTIONAL – available via paid subscriptions only. (Note: There are some hosting companies that offer free SSL. I recommend contacting their support staff to ensure that the free version meets your needs.)
